Change Auditor is a new module permission that will allow by default/prevent Users from changing the selected Auditor.
Note this will not affect the Users ability to initially assign an Auditor. i.e. if they can currently create Audits and assign Auditors, this will be unchanged. It is simply a device to prevent assigned Auditors reassigning Audits.
